About the park

A park for manufacturing, logistics and green energy

CarMosi Business Park is a proposed industrial, logistics and energy park on a compact plot of approximately 37 ha owned by the Town of Fierbinți-Târg, Ialomița County, close to the A3 motorway and the DN2 national road. Companies here will manufacture, store goods and use energy generated on site.

The concession proposal is addressed to the Mayor’s Office and the Local Council of Fierbinți-Târg under Article 308 of Romania’s Administrative Code (Government Emergency Ordinance No. 57/2019). The concession is awarded through a public tender open to all bidders. The town does not invest any money; it only grants the land concession.

Sub-concession is prohibited (Art. 305). The company that wins the tender holds the concession directly and is fully liable. The proposal grants no preferential right and no exclusivity (Art. 312).

The park’s first activity, requiring a modest investment. The car park is permanent: dealers’ new cars are kept under cover, beneath solar carports that generate power. In stage 2, hydroponic greenhouses with rooftop solar panels are built on 2.0 ha of the car park.

Chemical recycling of plastic waste

A modern chemical recycling unit using pyrolysis and state-of-the-art technology from a technology partner: plastic that cannot be recycled mechanically is turned into oil and feedstock for new plastic. It will operate only after the environmental permit has been obtained.

A unit producing hydrogen by electrolysis, powered by energy produced in the park. It is part of stage 2 and is built on the basis of a hydrogen offtake contract. Safety distances will be set by the technical design and the ISU (fire safety) permit.

Vegetable collection, sorting and packing centre

Local farmers deliver their vegetables here to be sorted, washed and packed. Part goes to the park’s vegetable processing plant, part to shops and restaurants, and the rest is kept in the cold store. Trucks use the separate access and the service road.

Safety: lit roads and round-the-clock surveillance

Around 90 solar LED lamp posts, each fitted with a camera, light the park’s roads. Every post has its own solar panel and battery and, in winter, is also connected to the park’s power network. The video control room at the entrance operates 24/7, and the entire perimeter is fenced and guarded.

Green energy and grid connection

Green energy, generated inside the park

Solar panels wherever possible: on the ground, roofs, carports and façades. The energy powers the park’s factories, surplus goes into batteries, and the park is connected to the national power grid.

20 MW / 80 MWh storage

Surplus energy goes into batteries and to the park’s factories. The park’s grid connection is limited to 20 MW; the connection voltage is set by the grid connection study and the technical grid-connection permit (ATR).

The park will be connected to the national grid, with a connection of up to 20 MW, via Rețele Electrice Dobrogea / Transelectrica, on the basis of a technical grid-connection permit (ATR) and, for capacities of 5 MW or more, the capacity allocation procedure, in line with current ANRE regulations.

Aligned with the European Green Deal, Directive (EU) 2023/2413 (RED III) – at least 42.5% renewable energy in the EU by 2030 – and Directive (EU) 2024/1275 on the energy performance of buildings. Capacities are estimates.

CarMosi Business Park is looking for long-term partners to build the park stage by stage: strategic investors, banks and companies that want to manufacture, store goods or provide services within the park.

Strategic investors

May take an equity stake in the company that operates the park or become resident companies – including investors from outside the European Union.

Financial investors and banks

They can take part in the park’s investments stage by stage, based on studies and on contracts signed with resident companies.

Resident companies and technology partners

Factories are built by resident companies in space and units leased within the park: manufacturing, storage, services and energy.

A clear framework: the concessionaire remains the same company and is fully liable to the town, and any change of shareholders is notified to the town in writing. Foreign investments are made only after approval by the Commission for the Screening of Foreign Direct Investments (CEISD), under GEO No. 46/2022 as amended by GEO No. 17/2026, where such approval is required. Industrial park incentives (Art. 20 of Law No. 186/2013) apply in compliance with State aid rules.

Estimated total: approximately €65 million for the park’s stage-1 infrastructure, including development (studies, PUZ, permits, approx. €1.5 million) and a 10% contingency. The town does not invest any money; it only grants the land concession.
